Start With What Texas Pine, Cedar, and Composite Actually Cost

Fiber cement gets no row here, because none of those publishers price it. What the table does tell you is where the tiers sit. A cement panel system plans above the cedar line, and the reason is not the board. It is what the board weighs and what has to hold it up.

Fiber Cement Weight Is Paid in Posts and Concrete

A cement panel loads its posts harder than a cedar picket does, and the code prices that load in footing depth. Fence posts are sized as cantilevered poles under the 2021 International Building Code, Section 1807.3.2.1, where required embedment grows with the wind force and its lever arm and shrinks only with stronger soil. Heavy panel plus soft clay equals a deeper, wider hole.

Then there is the wind. ASCE/SEI 7-22 (2022) treats a solid privacy fence as a solid freestanding wall, loaded across its whole face, and a fence counts as solid once its openings fall under 30% of the face area. A fiber cement panel run is solid by that definition, so the whole face is working against every gust.

None of that shows up as a material line. It shows up as concrete volume, post spacing, and crew hours, which is exactly where two bids for the same fence separate.

Ask Your City Whether a Cement Panel Counts as Masonry

Houston requires a residential fence permit in two cases: when the fence stands over 8 feet above grade, and when it is built wholly or partly of masonry or concrete, at any height (City of Houston, 2026). An ordinary wood or metal fence at 8 feet or under needs no permit at all. A cement-based panel sits close enough to that second trigger that you settle it before the quote is final, by calling the permitting center and asking which category your specific panel system falls in.

Austin, Dallas, and San Antonio each set their own trigger, and the answer changes at the city line. On commercial work we determine whether a project needs a permit and file it, which keeps that question off the customer’s desk and off the schedule.

Five Line Items Separate a Complete Bid From a Lowball Number

Two fiber cement bids on the same yard can differ by hundreds, and almost always the cheaper one moved work out of the contract instead of out of the cost. Read for these five before you read the price.

  • Haul-off. Who tears out the old fence, who disposes of it, and on which day. On an established lot this is real labor, and leaving it off is the easiest way to look cheap.
  • Post embedment and concrete. Depth and footing diameter, written down. A crew that will not put a number here is planning to shorten it.
  • Extra posts. Corners, ends, and the posts flanking every gate carry more load than a run post, and they get priced separately.
  • Gates and hardware. A heavy panel gate needs a heavier frame and heavier hinges than a picket gate. A gate priced like a panel is a callback waiting to happen.
  • Site access and soil. Mature live oaks along the line, existing irrigation, no machine access to the back yard, or heavy clay that slows every hole. All of it is crew time.
