A back yard fence marks a line. A substation fence is a delay device, a grounding element and a code compliance item at once, and when the numbers are missing from a bid the perimeter becomes the cheapest way into the most expensive site on the property. Four standards shape it before anyone prices a post, and a utility's own standard sits on top of them.
We build to all of them, on energized sites, with the crews to close a perimeter while the station keeps running. Nobody in Texas puts more crews on a perimeter, and nobody buys more steel from Master Halco, which is why our framework sits on the truck when the civil work finishes rather than three weeks behind it.
What goes into a utility perimeter, and we build to the spec line
Framework and infill are the two halves of the fence. Three numbers decide how long the framework holds and how long it lasts, and our bid prints all three.
Seven-foot chain link with a barbed extension
Six feet of fabric plus a one-foot barbed arm, the height utilities build to under NEC 110.31 for outdoor installations over 1,000 volts. Nine-gauge or six-gauge, galvanized or vinyl coated.
Hot-dip galvanized framework
Posts, rails and braces at the coating weight the spec names, because the weather consumes zinc over time and more zinc buys more years. Coastal sites get the heavier class.
Anti-climb infill
358 welded mesh or expanded metal where the threat assessment calls for cutting and climbing resistance, on the same framework.
Grounded fence and gates to IEEE 80
Posts and fabric bonded to the station ground grid, flexible jumpers across every gate hinge, so a fault does not put touch voltage on the fabric.
Gates and operators to UL 325
Swing and cantilever slide gates with listed operators, two entrapment protections in each direction, on posts sized for the leaf and the wind.
Concrete and masonry walls
Precast concrete or masonry where the site needs a ballistic or sound barrier rather than a fence, on an engineered footing.
Built to NEC 110.31, NERC CIP-014 and IEEE 80, not to a catalog
Height comes out of NEC 110.31, and the figure utilities build to is seven feet overall. NERC CIP-014 decides whether the job is a fence or a security program: a transmission station identified as critical carries a documented physical security plan, and the perimeter is a line item in it, with barriers, controlled access points and detection tied to the site's threat assessment. IEEE 80 puts the fence on the ground grid, because metallic fence near a substation rises in potential during a fault.
Clearance to live equipment grows with voltage, so we pull the setback from the nearest energized part out of the governing table for every bus voltage on the site before anyone stakes the line. Post yield strength is the first number to check on a bid, wall thickness the second, coating weight the third, and a bid that leaves them blank has left the spec blank.
We have built fence in Texas since 2002 and put up two million feet of it last year. The crews on a substation site carry the OSHA training and the site-specific orientation the utility requires, and they come from the yard nearest the site.
How the job runs on an energized site
The station stays energized and the crew works to the utility's clearance rules and its escort requirements. The line goes in by section so the access road and the control house stay reachable, gates and grounding last. One person owns the job from the walk to the punch list, and the grounding test results come with the paperwork.

Questions we get asked before the award
Can you fence a substation while it stays energized?
Yes. The crew works to the clearance table for every voltage on the site and to the utility's escort and orientation rules. The fence bonds to the grid as it goes in, not after.
Does a coastal site need a different coating than an inland one?
Yes. Salt air consumes zinc faster, so a Gulf Coast substation gets the heavier coating class on the framework and vinyl coated fabric. It is a line on the bid, not a surprise.
Can an existing fence take anti-climb mesh?
Usually, when the framework carries the extra wind load a solid infill catches. We check the posts and footings first and we say plainly whether they carry it.
Do you fence data center sites as well as substations?
Yes, and often the same campus. The generator yard and the switchyard on a data center site follow the same standards as a utility perimeter.
